Yes!
Once you create your new AdminSkiRacing account, continue to My Participants and click Add Participant as usual. If an existing participant profile is found for the racer you are looking for, it will tell you, and you can add them to your account right away!
You will be able to register this "shared" participant for races, but you will not be able to edit the participant's personal information—only the original creator of the participant profile can do that.
